PE has long been sold as a tool for the holistic and tacit development of young pupils, with pupils learning social and communication skills, learning to be responsible for their own actions, and how to work well with others. PE Chiefs is designed to build on this by rewarding pupils for their assistance within PE lessons, recognising these positive attributes. The sticker system enables pupils to be recognised for things like helping to tidy away equipment, working well with others, and showing commitment to their own and their peers development and enjoyment within PE. For each 5 stickers a pupil receives, they receive a certificate in recognition. To ensure that PE Chiefs is developmental, it is recommended that teachers make it more difficult for pupils to receive stickers for the higher up levels.

The idea is that class teachers display the A2 poster on their wall and reward pupils throughout the year, with certificates being handout during the weekly assemblies.

Teaching pupils from a young age about their responsibilities leads into the Young Leaders Award where this basic understanding can be built on in more complex contexts by giving pupils the tools to lead groups. Primary schools are able to access these resources for free as part of their Network buy-in.
